Work items part updater

The Work items part updater snap-in updates parts of historical tickets/issues by filtering work items based on the selected part and updating it according to the search results.

Features

1. Trigger Condition: When the /start_part_update command is entered in the Discussions section of the snap-in, it updates the part of historical tickets/issues.
2. Track Status: The progress of the updates is monitored in the Discussions section of the snap-in.
